The arachnoid granulations were first described by Antonio Pacchioni in
1705. Reference to the original publication would show whether he
recognised the arachnoid as a separate membrane.
According to Garrison's Neurology, G.M.Retzius made a complete
investigation of the membranes of the brain and spinal cord around 1875.
It might be useful to start with his account, and work backward or
forward as appropriate. Garrison speaks of the subarachnoid vessels in
relation to 18th century anatomy, but this may be an anachronysm.
