The author is Giovanni Giacinto Vogli (1697-1762). Besides his Fluidi
nervei historia (Bononiae Studiorum [i.e., University of Bologna]: Typis
Julii Borzaghi, 1720), he also wrote De anthropogonia (Bononiae [i.e.,
Bologna]: 1718) and Tavole cronologiche degli uomini illustri per
lettere, e impieghi nudriti dall'Universitáa di Bologna, o usciti della
medesima dal principio del passato secolo in quáa ad uso di chi volesse
scrivere la storia di detta universitáa (Bologna: Clemente Maria Sassi,
1726).
If you want biopgraphical information about him, I suggest that you
contact the University of Bologna itself.
