I don't know anything about question #2, but re no. 1:  I don't know of any 
specific plans to provide transportation for people in the situation you 
describe, but it can easily be accomplished on the CTA (stands for Chicago 
Transit Authority)--one bus, no transfer.  I'll be happy to provide details 
as soon as I have a chance to look at my route map, which is at home.  Fare 
is $1.50.
