Phoebe,

Thanks for your response. I was not clear on a few things in my original 
post. The hospital hasn’t denied anyone access to records yet. We’re 
trying to plan everything out so we have procedures in place if the 
decision making body were to deny access.

We have an IRB at Children’s, but archival research is outside of 
their scope. For most straight forward requests, the Hospital 
Archivist will review the application and grant access to records 
once PHI has been redacted. Depending on the request, a 
determination might be made by the Archivist that requires 
consultation with various groups within the organization which 
may include our IRB, Compliance, Medical Records, Legal or perhaps 
all four. I am interested in discussing the process in place at 
Johns Hopkins and learning if you have a set of criterion the Privacy 
Board relies on in its decision making process or if it tends to 
be more organic/case by case.
